Green Buildings
The U. S. Energy Information Administration notes that buildings are responsible for 48% of all greenhouse gas emissions annually, and 76% of all electricity generated in the U. S. goes to buildings.
The Annapolis City Council has recently approved new legislation titled "Green Buildings: Energy Efficiency and Environmental Design". The legislation makes it mandatory that certain new buildings and major modifications to existing buildings will meet minimum standards for energy efficiency. The legislation applies to all new commercial or mixed use buildings with a gross area exceeding 7,500 square feet, all municipal buildings, any new single family home exceeding 3,250 square feet, all buildings in a subdivision of five or more units, and a major modification to any building. A major modification is one that structurally alters more than 50% of a building’s gross floor area, or results in an increase of greater than 50% of the gross floor area, or increases the required parking by 20%.
The legislation will be effective for commercial and public buildings on January 1, 2009 and for residential buildings on July 1, 2009.
As an energy efficiency standard, the legislation references the U. S. Green Building Council’s LEED building standards (Leadership in Energy and Environmental Design). Any equivalent standard is also acceptable. |
