    Phosphorus-Free Fertilizer Law goes into effect January 1, 2009

    Annapolis, MD (12-31-08) Annapolis Mayor Ellen Moyer reminds residents they can only use phosphorus-free fertilizer starting January 1, 2009. This law affects the sale and application of lawn fertilizer containing phosphorus.

    The purpose of the law is to prevent phosphorus from entering into the Chesapeake Bay and its tributaries. The goal is to reduce non-point source pollution and to improve water quality.  

    This law applies to all land located within the boundaries of the City of Annapolis and all land owned by the City of Annapolis.  There are exemptions to the bill:

    •    Newly established turf or lawn areas during their first growing season.
    •     Turf or lawn areas where soil tests performed within the past three years confirm that the phosphorous levels are deficient based upon the standards established in the Maryland Department of Agriculture’s Maryland Nutrient Management Manual. The fertilizer application shall not contain an amount of phosphorous exceeding the amount and rate of application recommended based on the soil test.
    •    Gardens, including vegetable and flower, trees, and shrubs, and indoor applications, including green houses
    •    Yard waste compost or other similar materials that are primarily organic in nature and are applied to improve the physical condition of the soil.

    Annapolis Ranks in the Top Ten for Digital Cities
    Center for Digital Government and National League of Cities' 2008 Digital Cities Awards

    Annapolis, MD (11-25-08) Annapolis Mayor Ellen Moyer today announced the City of Annapolis’s website  www.annapolis.gov  placed 6th  nationally in the small city category with populations of 30,000-74,999.  Those cities recognized in the top ten reflects a comprehensive information technology program that supports government operations as well as serving citizens and businesses.  The award was given by the eRepublic’s Center for Digital Government and Digital Communities Magazine.

    This is the eighth annual Digital Cities Survey which examines how cities use technology to create a seamless environment between local government and constituents. Annapolis was the only city of any size in Maryland to win an award.

     “This award is an indication that Annapolis’s priorities continue to be its citizens and the fact we offer newer technologies that allow them to voice their opinions and concerns,” said Mayor Ellen Moyer. “Our new blog, Lets Talk Annapolis, is a good example of our commitment to keep the line of communications open.”
     
    Paul Thorn, City Information Technology Manger, acknowledged that a great deal of work goes on behind the scenes. "One third of the award rating is for the Annapolis City web site, and we are very thankful for our Web Master, Inna Young and the departmental web content providers.  The web site is a huge repository of information about City services and has become the public face of Annapolis City government," he said.
